Open-source project management software Rukovoditel is designed to be installed on your own local server or online server with support PHP / MySQL. The peculiarity of the system is not only that it's free, but also in the fact that it allows you to design the application, the most suitable for a particular purpose. You can add new fields and entities to adjust the relationship between them. You can customize the display of lists and forms of entities, add comments to the entities. Just wanted to point out opportunities to import / export data and settings of access rights in the system. In Rukovoditel the users are divided into groups and each group has an opportunity to set up access to entities and their fields.
